BYE-LAWS




1. Name: The name of the Association shall be "The Alumni Association of the Department of Library and Information Science (AADLIS), University of Kerala, Thiruvananthapuram."

2. Office: The office of the Association shall be located at the Department of Library and Information Science, University of Kerala, Thiruvananthapuram."

3. Aims and Objectives: The aims and objectives of the Association shall be:
a) To foster and promote good relationship among the members of the Association.
b) To energize the collective professional thinking among the members so as to boost their morale to strengthening the integrated development of librarianship.
c) To institute scholarships, prizes, medals, etc to benefit students showing high proficiency in their studies and to honour members of the Association.
d) To conduct endowment lectures,and seminars, and organize other academic activities in consonance with the working of the Department.
e) To collect subscriptions, donations, gifts, etc. from members , non-members, government, university and other institutions for furthering the aims and objectives of the Association.

4. Membership

(a) All former teachers of the Department shall be Honorary Members of the Association
(b) All teachers of the Department shall be Ex-officio Members of the Association
(c) All former students of the Department are eligible to become Life Members of the Association on payment of Rs.260/- (250+10)

5. Administration

(a) The administration of the Association shall vest in an Executive Committee, consisting of (1) a President, (2) one Secretary, (3) one Joint Secretary, (4) a Treasurer (5) and seven other members from among the Life Members.
(b) The Head of the Department of Library & Info. Science shall be the ex-officio President of the Association
(c) The Treasurer shall be nominated by the President from among the Ex-officio Members.
(d) The Secretary, the Joint Secretary and the seven other members shall be elected from among the Life Members.
(e) The term of office of the Executive Committee shall be two years (I January to 31 December next year)
(f) A committee once elected shall continue to hold office till a new committee assumes charge:
(g) The General Body shall meet at least once a year
(1) to examine statement of accounts;
(2) to receive the annual report of the Association
(3) to consider any amendments to the bye-laws, and
(4) to elect an auditor from among the members to audit the accounts of the year.
(h) Extra ordinary General Body meeting shall be convened by the President if found necessary or on request from 1/5 of the total membership.
(i) Election will be conducted at the end of the term.
(j) The quorum for a General Body meeting shall be 20, and for the Executive Committee meeting 7.
(k) 14 days' notice shall ordinarily be given for all meetings of the General Body/Executive Committee. Non-receipt of notice shall not invalidate any of the proceedings of the General Body/Executive Committee meeting
(l) In the absence of the President, the Head of the Department in charge shall preside over the General Body/Executive Committee meeting
(m) All decisions shall be on the basis of simple majority of votes of members present. In the case of equal number of votes, the President of the meeting shall have a casting vote.
(n) No member shall hold the same office for more than two terms consecutively, except the ex-officio members.

6. Finance

(a) The funds of the Association shall consist of the membership fee, admission fee, donations, gifts etc from members, non-members, government, university and other institutions for furthering the aims and objectives of the Association.
(b) The funds shall be deposited in a nationalized bank/scheduled bank selected by the Executive Committee in the name of the Association and shall be operated jointly by the Secretary and the Treasurer

7. Duties of the Office bearers

(a) The President shall have control over the affairs of the Association and shall preside over the General Body/Executive Committee meetings
(b) The President shall have powers to convene meeting of the General Body / Executive Committee either on his/her initiative or on the written requisition of at least 6 members in the case of the Executive Committee and 20 members in the case of General Body.
(c) The Secretary shall prepare and maintain the minutes of the meeting of the Association and sign all documents on behalf of the Association.
(d) The Secretary shall receive the membership fee, donations and grants on behalf of the Association.
(e) The Secretary shall have powers to operate the accounts jointly with the Treasurer.
(f) The Secretary shall have powers to jointly operate the Accounts of the Association and to incur such expenditure as may be approved by the Executive Committee.
(g) The Treasurer shall maintain all the funds of the Association and all the related accounts, books, receipt book, vouchers, passbooks, etc. and produce them before the Executive Committee at its meeting.
(h) The Treasurer shall get the annual statement of accounts prepared and such statements, duly audited, shall be placed before the Executive Committee and the General Body.
(i) The Treasurer shall keep an imprest advance of Rs.500/- at a time to meet the individual and unforeseen expenses.
(j) The Secretary shall receive all applications for membership and place them before the Executive Committee for enrolling members.
(k) The Secretary shall maintain proper registers and records and keep in safe custody all the official papers of the Association and attend to the day to day correspondence of the Association.
(l) The Secretary shall convene the meetings of the General Body or Executive Committee when authorize to do so by the President and shall keep a correct record of the proceedings of the meetings
(m) The Secretary shall perform all other functions as may be assigned to him/her from time to time by the President or the Executive Committee and incur such expenditure as may become necessary

(n) The Joint Secretary shall assist the Secretary in performing all the duties relating to the day-to-day functiong of the Assocaition

8. Amendments

Any of the provisions of this constitution may be amended by a two-thirds majority of the members present and voting at the General Body meetings of the Association. The amendments proposed to be moved should be included in the notice issued for General Body Meeting.
